It is not possible to buy unlike "Lunch Box" or "Soybean Milk".
It cannot be found in any of the buildings and must be spawned in through command. It is presumed that it was supposed to be found in more areas in all buildings. Since it has no effects, it is possible that it recovers 25% of the player's health.
